Chop onion and peppers and cook in 1 tbsp peanut oil until softened. Add in the ground beef and break up with a spoon. Add the chile powder, paprika, cumin, garlic powder, onion powder and allspice until meat is browned. Take off heat and let cool.
Add cream cheese and mozzerella to a microwave safe bowl and heat in a microwave for 1 minute. Add the egg and mix well. Stir in the flour and mix until combined.
Roll the dough mixture out flat to approximately ¼" thick. Use a bowl to cut circles in the dough.
Place dough circles on a piece of parchment paper lined baking pan. Add a decent amount of the meat mixture to the circles and fold over pressing firmly on the edges. Using a fork will ensure that the edges are sealed.
Cook at 425 degrees for approximately 12 minutes or until crust becomes golden brown.
